'돈'이 사람의 목숨보다 중요하다는 생각 혹은 믿음...
얼마 전 빵 공장 사고 관련 뉴스를 보면서 문득 예전에 들었던 마이클 샌들 교수의 '정의란 무엇인가'라는 강의에서 나왔던 화두가 떠올랐다. 이와 유사한 화두는 많다.

During the 1970s, the Ford Pinto was one of the best-selling subcompact cars in the United States. Unfortunately, its fuel tank was prone to explode when another car collided with it from the rear. More than five hundred people died when their Pintos burst into flames, and many more suffered severe burn injuries. When one of the burn victims sued Ford Motor Company for the faulty design, it emerged that Ford engineers had been aware of the danger posed by the gas tank. But company executives had conducted a cost-benefit analysis and determined that the benefits of fixing it (in lives saved and injuries prevented) were not worth the eleven dollars per car it would have cost to equip each car with a device that would have made the gas tank safer. To calculate the benefits to be gained by a safer gas tank, Ford estimated that 180 deaths and 180 burn injuries would result if no changes were made. It then placed a monetary value on each life lost and injury suffered—$200,000 per life, and $67,000 per injury. It added to these amounts the number and value of the Pintos likely to go up in flames, and calculated that the overall benefit of the safety improvement would be $49.5 million. But the cost of adding an $11 device to 12.5 million vehicles would be $137.5 million. So the company concluded that the cost of fixing the fuel tank was not worth the benefits of a safer car. Upon learning of the study, the jury was outraged. It awarded the plaintiff $2.5 million in compensatory damages and $125 million in punitive damages (an amount later reduced to $3.5 million). Perhaps the jurors considered it wrong for a corporation to assign a monetary value to human life, or perhaps they thought that $200,000 was egregiously low. Ford had not come up with that figure on its own, but had taken it from a U.S. government agency. In the early 1970s, the National Highway Traffic Safety Administration had calculated the cost of a traffic fatality. Counting future productivity losses, medical costs, funeral costs, and the victim’s pain and suffering, the agency arrived at $200,000 per fatality. If the jury’s objection was to the price tag, not the principle, a utilitarian could agree. Few people would choose to die in a car crash for $200,000. Most people like living. To measure the full effect on utility of a traffic fatality, one would have to include the victim’s loss of future happiness, not only lost earnings and funeral costs. What, then, would be a truer estimate of the dollar value of a human life?
포드 핀토는 1970년대에 미국에서 가장 잘 팔린 소형 자동차였다. 하지만 불행히도 다른 차가 이 차를 뒤에서 들이받으면 연료탱크가 쉽게 폭발했다. 연료탱크의 폭발로 인하여 목숨을 잃은 사람이 500명이 넘었고, 심각한 화상을 입은 사람은 그보다 훨씬 많았다.
결국, 화상을 입은 한 차주가 자동차의 설계 결함을 문제 삼아 소송을 제기했고 이때 연료탱크의 폭발 위험성을 포드의 기술자들도 이미 알고 있었다는 사실이 드러났다. 그러나 회사 경영자들이 비용 편의 분석을 해본 결과, 연료탱크를 안전하게 보호할 장치를 부착하려면 차 한 대당 11달러가 드는 반면 그에 따른 이익(목숨을 구하고 부상을 방지하는 등)은 그보다 크지 않다는 결론이 나왔다.
포드사의 계산에서, 연료탱크에 아무런 조치를 취하지 않을 경우 180명이 죽고 180명이 화상을 입으리라고 추정을 했다. 그런 다음, 각 경우를 돈으로 환산했는데, 사망이 20만 달러, 화상이 6만 7천 달러였다. 여기에 불에 탈 수 있는 핀토 자동차 대수와 가치를 추가해 차를 안전하게 고쳤을 때 얻는 전체 이익을 계산해 보니 4950만 달러가 나왔다. 하지만 자동차 1250만 대에 모두 11달러짜리 장치를 부착하는 비용은 1억 3750만 달러였다.
결국, 회사는 연료탱크를 고치는 비용이 그에 따른 이익보다 더 크다는 결론을 내렸다.

공사 기간을 단축하기 위해 무리하게 진행되는 건설 현장, 생산 공장에서 최대의 수율과 생산성을 위해 수행되는 노동 시간 및 환경에서 일어나는 수많은 노동자 사망사고 뉴스를 우리는 늘 접하게 된다.
이 화두는 효율성의 극대화, 즉 수익성의 극대화로 돈을 절약함으로써 더 많은 '수익(=돈)'을 버는 것이 옳고 좋은 것인지, 아니면 인간의 안전과 생명을 보호하는 것이 더 옳고 좋은 것인가에 대한 물음이다.
답이 너무 뻔한 물음 같지만... 현실은 그렇지 않다. 세상에는 나와 전혀 다른 생각을 가진 사람들이 아주 많이 존재하기 때문이다. 시장은 세계화 이후 기업들 간의 경쟁은 더욱 치열하며, 소비자는 언제나 더 싸고, 더 좋은 것을 원한다. 실제로 '돈'이 사람의 목숨보다 중요하다는 생각 혹은 믿음을 가진 사람들은 많다.
'돈'이 '신'이 되어버린 작금의 대한민국 사회에서, 과연 어떤 선택이, 판단이 옳고 좋은 것일까? 이것 따지고, 저것 따져가며 과연 사업이나 비즈니스를 계속 꾸준히 오래 유지할 수 있을까?의 질문은 또 어떻게 할 것인가? 안전에 소요되는 비용을 소비자들은 과연 기꺼이 비용을 지불할까? 도덕적/윤리적으로는 좋지만, 가격은 비싼 제품을 소비자는 더 선호할까? (시중의 친환경 제품들을 생각해 보라. 비싸다는 이유로 외면 받지 않는가?) '사건 혹은 사고'를 완벽하게 예방/방지할 수 있을까?
세상에는 다양한 생각과 믿음을 가진 사람들로 구성되어 있으며, 누구나 자신이 있는 위치, 인식의 범주 안에서만 세상을 해석하고 이해할 뿐이다. 무엇이 정답인지, 무엇인 맞고, 좋은 해법인지를 찾고 고민하는 노력과 과정, 시간은 항상, 꾸준히 계속돼야 할 필요가 있다.

*사족: 빵 공장 사고를 보면서 1차적 책임은 기업 등에 있지만... 시대는 점차 대중/시민/백성/민중/소비자/국민들의 '2차적 책임'을 점점 더 많이 요구하는 것 같다. 기업도, 정치도, 경제도, 사회도, 문화도 결국은 대중/시민/백성/민중/소비자/국민들에 의해서 결정되는 것인가 보다.
서로 다른 가치관과 세계관을 가진 대중/시민/백성/민중/소비자/국민들은 끝없이 서로 충돌하는 것 같다.
